In short, if your audience is mainly international, make sure you're promoting internationally available offers which can be found in the offer catalog or on your co-branded page in the international category found in the navigation bar.

Can my readers (international)subscribe mags that they have Eligible country = USA but use OTHER in the country tag , and use OTHER in the state tag ?

Voralak,
If your international readers subscribe for magazines with USA eligibility and input OTHER, their subscription will not be accepted. Unfortunately, they must actually be from the US to qualify for those subscriptions.
